I think people in this area are hesitant to even visit the library at all because they feel inadequate. Getting them in the door so you have a chance to help them feel comfortable is often the first step.
Talking to them about programs on a personal one on one basis is sometimes what is needed to have them attend. Once they know and trust you it’s easier. As John Falk noted, people tend to trust someone like “them”. Showing you are just a regular person just like them, helps.
