Jennifer — Yes, if you want to see outcomes for the community, it works best to think of the specific populations within the community and consider several possible outcomes. One possible way to take the full community into account might be to have an outcomes along the lines of: Use of library STEM materials increase. Even though it’s an “output” — i.e., number about library usage — it does reflect a change in community interests/needs.
